United Colonial State
Type of government: Corporatocracy


The United Colonial State is less of a state and more a conglomeration of corporations that stabilized the area after the Collapse. Fiercely independent and proud of its colonial roots, the Colonials are surprisingly powerful for their size, even if they pale in comparison even to the middle powers of the Inner Sphere. The United Colonial State can be called the most capitalist state in the galaxy, even more than the Party-dominated Coalition and the dictatorial Kassel Confederation.

HistoryEdit

An ancient relic dating back to the Collapse, the United Colonial State was founded by Imperial America and her allies as a temporary government over the area’s colonies shortly before the Collapse, ruled by an American-appointed governor. Undefended by their masters, who were busy escaping to their hideaway in Columbia and waging a war against the Soviets elsewhere, the United Colonial State was subjected to light Soviet bombardment. The Soviets were eventually repelled by the private defense forces of the colonies’ corporations. The governor was killed and most of the system governments were beheaded during the attack, allowing the corporations to fill the void. These corporations helped rebuild the colonies (at a price, of course) and soon came to replace the state entirely. Throughout its history, the Colonials got into wars with various factions during the Coalition’s Endless War, some nationalists trying to reintegrate the colonies into the Empire and others communists trying to spread the revolution. The Colonials managed to beat back the invasions, as the main fighting was taking place elsewhere, forging their proud, independent identity. The Colonials later reluctantly allied with the Coalition in their war against the Conseil, mostly providing logistical support. The Colonials eventually agreed to a mutual defense treaty and a free trade agreement with the Coalition, a relationship that continues to this day. The Colonials have joined the Coalition in their war against the Conseil, but fulfill the role of occupiers as opposed to frontline fighters.

GovernmentEdit

The modern Colonial “government,” which has changed little since after the Collapse, is a league of large corporations, each with many different child companies that provide every service an individual might need. The Colonial State has no true citizens; instead, people pledge allegiance to the corporation that owns the business they work for. However, a “citizen” of one corporation can visit the territory of another; there are normally no borders between corporations under the United Colonial State, but this can change at any time if disagreements appear between corporations.

Unlike the corporations of the Coalition or Kassel Confederation, Colonial corporations not only provide work and pay but food and housing for their employees and their families, but the corporation owns all of the property of an employee that they didn’t purchase themselves. Employees can shift employment at their discretion or that of their employer. Most, but by no means all children follow their parents’ footsteps and entire generations can work for the same business. All land in the United Colonial State is owned privately and can be traded, bought and sold like any other private property.

The central authority of the United Colonial State, the Council of Executives, is composed of every single corporation in the Colonies. The Council is run democratically, with each corporation getting a vote proportional to its contribution to the Colonial military. Colonial law is only universal if there is universal agreement to it; any corporation may refuse to uphold a law if it so chooses, and laws governing interaction between two corporations only has power if both agree to enforce it. This has led to conflicts between corporations as theft between them is technically legal. Colonial society is highly Social Darwinist and the idea of the weak being weeded out appeals to every Colonial. Those who cannot work are fired, and if the unemployed cannot find another job they are left on the streets to starve. The unemployed are sometimes taken by organ collectors or holofilm networks that host gladiatorial matches between the unemployed.

MilitaryEdit

The Colonial military is the only centralized institution in the United Colonial State and has little to no authority within the United Colonial State itself. The military is charged with defending the property of Colonial corporations from outside invasion, and that alone; inter-corporation warfare is conducted between private military companies. The military is itself technically a corporation, only its funding comes not from profit (although plunder is not unknown) but the contributions of Colonial corporations. Servicemen pledge their allegiance to the military once they enlist, concurrently with their previous citizenship (with the former taking precedence, at least theoretically).

The Colonial military is assisted by private military companies, who are in charge of enforcing corporate will within the confines of their corporation. The Colonial military has available to it some of the best equipment a minor state can have in the galaxy, and even imports Coalition models. Colonial military commanders are notoriously defensive, cautious and conservative, loathe to attack unless they know with absolute certainty that they would come out victorious. This stems from corporations disliking generals that waste their employees’ lives and their contributions, resulting in regular sacking of reckless generals. The Colonials have missed several opportunities throughout their military history because they overestimated their enemy, but on the rare occasion they do attack they rarely lose.
